Policy frameworks
Poland has addressed the European Strategy for a Better Internet for Children (BIK) in part through a number of different national public policies that directly address BIK-related issues. Poland's Cybersecurity Framework 2017-2022, announced in June 2017, outlines conditions for the safe use of cyberspace by citizens including internet safety in education from the early years, development of teachers' professional progress plan responding to safety education, prevention of cybercrime and public awareness raising. Action 3.4 of the Digital Poland Programme, under the Ministry of Economic Development, deals with financing education and information campaigns in support of the benefits of digital technology. The Regulation of the National Broadcasting Council from 5 February 2013 outlines detailed rules for the protection of minors in relation to on-demand audiovisual media services. A working group has been initiated by the Ministry of the Digital Affairs aimed at protection of children against pornographic content and other harmful content.
Policy design
Policy design is distributed across four to six ministries. Policy design is led at ministerial level in relation to educational policies, tools and regulation for a safer environment and in terms of legislation and law enforcement against child sexual abuse and exploitation. More than one coordinating ministry, agency or body is involved in the management and coordination of policies. However, a formal Memorandum of Understanding (MOU) or agreement is in place between responsible ministries and agencies with an inter-departmental working group to facilitate cooperation. Regular data collection to support policy making is available from diverse sources including the Central Statistical Office for Poland on the current state of the development of the information society and digital economy, and from the Ombudsman for Children. Research has contributed to changes in the Core Curriculum of the General Education and in the Education Law Act.
Policy actors
Policy implementation is led at governmental level in areas of education and in tackling child online abuse, and jointly shared between government ministries and the Safer Internet Centre (SIC) in areas of awareness raising and tools and regulation for a safer online environment. Youth participation is facilitated by the SIC's Youth Panel, the Congress of Young Internet Users, which meets 3-4 times a year for consulting education materials on new trends, discussions as well as participation in the project events and in the EU initiatives including the Safer Internet Forum (SIF). Other initiatives include the national Youth Parliament, youth consultation coordinated by the Ombudsman for Children, and the involvement of youth in the implementation of the Safe + Programme ("Bezpieczna +" Programme).
Breadth of activities
Breadth of activities outlines progress made in Member States delivering initiatives at the national level. Using the full range of recommendations contained in the BIK strategy, the following tables highlight which actions are supported and whether they have increased, stayed the same or decreased in prominence in the last three years for each of the BIK pillars.
