BIK Map - Denmark- Framework

Denmark has addressed in part the European Strategy for a Better Internet for Children (BIK) in national public policies. BIK-related issues have been incorporated into policies such as Law no 665, Public School, dealing with improving standards in the Danish public school (primary and lower secondary education). The Media Council for Children & Young People (Law no 186, Act chapter 6) provides guidance on the suitability of media content for children. Law no 1007 of the Criminal Code provides for issues such as defamation (§263) and child sexual abuse material (§235).

Policy design

Policy design is concentrated within three ministries while coordination is shared between a number of different ministries and public agencies. The Ministry of Culture, through such public service providers as The Danish Broadcasting Company DR and The Danish Film Institute primarily deal with quality online content for children, while the Ministry for Education, through the Media Council for Children and Young People, oversee the development of policy in online safety education, awareness and empowerment, and tools and regulation for an online safe environment. The Ministry of Justice oversees policy related to legislation and law enforcement to tackle child sexual abuse and exploitation. There is no regular national data collection on BIK-related issues in Denmark.

Policy actors

Activities to support the implementation of BIK policy in Denmark is shared between the Safer Internet Centre (SIC), NGOs and the Media Council for Children and Young People. The Danish Media Council for Children and Young People (MCCYP) is an organisation with a long history of awareness efforts. It has acted as Awareness Centre in Denmark since 2004 and before that as the Danish SAFT partner from 2002 to 2004. In this period, the MCCYP has established itself as the key point of contact and resource centre on children's use of the internet and mobile for the public and media and has a broad active network of public and private organisations. Industry groups also play a role in carrying out BIK activities. For instance, the helpline cooperates with the Ministry of Children, Gender Equality, Integration and Social Affairs, the Ministry of Children and Teaching and The SSP Network - a national project between local schools, the social welfare departments and the police, organising municipalities crime preventive effort towards children and youth locally with the aim of establishing safe and empowering online counselling and give care, and social workers the tools to guide and help vulnerable children and young people. While children are consulted on BIK-related issues, there are currently no arrangements for children to participate in the design of public policies related to BIK.
