Policy frameworks
The Czech Republic has addressed in part the European Strategy for a Better Internet for Children (BIK) in national public policies. In each case, pillars of the BIK strategy are addressed as part of broader policies. Relevant policies include the Digital Literacy Strategy of the Czech Republic and Action Plan for Digital Literacy 2016-2020 and the Digiczech Action Plan for Society 4.0.
Policy design
Policy design is distributed across between four to six ministries with no one single agency, ministry or coordinating body for Better Internet for Kids policy. Currently, there is no mechanism to facilitate inter-departmental or inter-agency cooperation on BIK-related issues. The Ministerstvo skolstvi, mladeze a telovychovy (MSMT)/Ministry of Education, Youth and Sport has primary responsibility for digital and media literacy education while the Ministerstvo vnitra (MVCR)/Ministry of Interior has responsibility for stepping up awareness and empowerment. A strategy for crime prevention, including cybercrime, was published by the Ministry of Interior in 2016. In 2017, a special department of the Ministry of Interior was established to analyse fake news in cyberspace. The Ministerstvo spravedlnosti/Ministry of Justice oversees legislation and law enforcement against child sexual abuse and exploitation.
Policy actors
The Safer Internet Centre (SIC) plays the primary role in in carrying out activities and implementing BIK policy in the Czech Republic. Universities/research centres and NGOs also play an important role. The SIC however has experienced a decrease in funding of over 25 per cent. There are no specific arrangements for children to be consulted or involved in BIK-related issues.
Breadth of activities
Breadth of activities outlines progress made in Member States delivering initiatives at the national level. Using the full range of recommendations contained in the BIK strategy, the following tables highlight which actions are supported and whether they have increased, stayed the same or decreased in prominence in the last three years for each of the BIK pillars.
