BIK Map - Austria - Frameworks

The European Strategy for a Better Internet for Children (BIK) has been addressed in part through national public policies in Austria. BIK-related issues are addressed through broader national policies in three of the five BIK pillars with other pillars are covered through individual initiatives and programmes. The Digital Roadmap Austria is the most important reference point, supported by other policy initiatives including School 4.0 - the digitalisation strategy for schools, the Fundamental Decree on Media Education, and the Austrian Youth Strategy.

Policy design

Policy design is distributed across multiple ministries (4-6) with no single ministry taking the lead. As such, there is no single agency, ministry or coordinating body for Better Internet for Kids. Overall, coordination between ministries and public agencies is managed on an informal basis. The Federal Chancellery has overall responsibility for Information Society policies. It oversees the implementation of the Digital Roadmap Austria and hosts the "Beirat Informationsgesellschaft" or Advisory Council for the Information Society. The Federal Ministry of Families and Youth oversees the national Youth Strategy and coordinates the national committee for the "No Hate Speech" campaign. The Advisory Council for the Austrian Safer Internet Centre also plays an important role in representing different stakeholders.

Policy actors

Government ministries and the Safer Internet Centre are the most important actors in carrying out activities and implementing BIK policy in Austria. NGOs, industry groups and university research centres also play a minor role. Children are involved, in particular through the Austrian Youth Council, the official representative body for all children and young people in Austria which includes online network policy as one of its key projects.
